The FDHA open meetings requirement is a statutory requirement mandated by the Georgia Open Meetings Act (O.C.G.A. Section 50-14-1) (the “Act”). While the Act requires that a physical quorum be present in order to conduct any official business, policy, or public matter of the FDHA that is discussed or voted upon, the Act specifically carves out an exception to that requirement under circumstances necessitated by emergency conditions involving public safety (See Section 50-14-1(g)). In the event of a public safety concern, the FDHA may conduct meetings via teleconference as long as proper notice is provided and the public is afforded simultaneous access to the teleconference meeting.
